LEAP-to-Teachera program of the Joseph S. Murphy Institute for Worker Education and Labor Studies City University of New York
Who we are:
The Murphy Institute is a new partnership between the City University of New York and organized labor. It is an outgrowth of the Queens College Worker Education Program, which has provided higher education opportunities for working adults and union members for over 20 years. Over the last two decades the program created innovative programs on both the undergraduate and graduate level and served 18 unions and more than 1,200 students each year. Currently the LEAP to Teacher programs are at Queens College, the College of Staten Island, and coming soon to Lehman College.
Now, as a CUNY-wide program, the JSM Institute has a mandate—and the resources—to extend these opportunities to workers in every borough of the city, through programs at every unit of CUNY.
Among our most successful endeavors has been LEAP-to-Teacher (LTT), a program developed in collaboration with the United Federation of Teachers (UFT) that offers education courses leading to teacher certification for paraprofessionals. The JSM Institute is now in a unique position to bring LTT benefits to students at colleges throughout the CUNY system. LTT has a number of very distinct features outlined below.
A Collaborative Model
LTT is a partnership that includes the UFT, the New York City Department of Education Career Training Program, participating colleges, and the JSM Institute. It provides an array of comprehensive services to meet the needs of paraprofessionals who are pursuing teaching careers.
What LTT Offers to Students
- “one stop” admissions counseling and pre-admission services
- a high level of support through individual counseling and advisement in general education and degree program planning
- free test preparation for CUNY basic skills tests
- a staff conversant with New York State requirements for teacher certification
- compilation and availability of information about State requirements
- free test-preparation for teacher certification exams (LAST, ATS-W, CST)
- free seminars to meet NYS requirements
- a supportive community of students who share similar goals
- help in easing the transition from para-educator to teacher

The JSM Institute is part of the School of Professional Studies and the Graduate School and University Center.
