Special ed reorganization and Garth Harries

Hundreds of parents, school staff, administrators and union representatives met at the Citywide Council on Special Education meeting at PS 177 in February. Many of the District 75 staff heard about another possible reorganization of special education. They were especially concerned about Mr. Garth Harries, the new special education coordinator who was moved to that position to save money by reviewing special education services.

During the three hour meeting, Mr. Harries, along with superintendent Bonny Brown, listened to parents and educators report about the accomplishments of children in District 75. Staff and parents said that cutting any of their services or changing their programs would affect both citywide programs and the district programs and, most importantly, would harm children.

Mr. Harries, who has no background in special education, sat silently as passionate parents and special education teachers and administrators described their children’s successes in special education. He has since admitted that he would not visit schools or learn about District 75 students because he would not be able to remain neutral. All of us present were deeply moved by the speeches – there was enormous support for keeping District 75 programs centrally based.

Please remain vigilant and keep in contact with administrators and parents. There will be more hearings and the chapter will need your help. Call us at 212-598-7774 to volunteer as part of our action team. You cannot sit by and watch changes happen without getting involved. All of us will be affected if budget cuts change service delivery. Now is the time to stand united for our children.
