Cart before the horse

Yonkers: Re “Mulgrew vs. the kids” (editorial, Jan. 8): Your editorial judgment is flawed by your misunderstanding of the study. It’s the well-developed teachers who generally produce the best test results, not the best test results that produce well-developed teachers! That’s the point that teachers union President Michael Mulgrew is making.
