Contract demands sent to fact-finding panel

At its Jan. 31 meeting at union headquarters, the UFT’s 300-member negotiating committee voted to send its list of bargaining demands to a fact-finding panel composed of three arbitrators.

The wide-ranging list of demands was formally submitted to the panel on Feb. 5. After the Department of Education submits its demands, the fact-finding panel will hold hearings and produce nonbinding recommendations designed to help the two sides craft a final settlement. In 2005, 2002 and 1993, the recommendations of fact-finding panels helped the UFT and the Department of Education to reach agreements to replace expired contracts.

The UFT’s most recent contract expired on Oct. 31, 2009. Under the state Taylor Law that governs relations between management and public employee labor unions, all the terms of the expired contract continue in place until a new agreement is reached.

The union’s bargaining committee has rank-and-file representation from every school level, every district and every functional chapter.
