DOE continues games and stall tactics over teacher evaluations

On Dec. 27, 2012, The Department of Education filed a complaint against the UFT with the Public Employee Relations Board alleging the union's failure to bargain in good faith on a teacher evaluation agreement.
UFT President Michael Mulgrew said:
The mayor's sad attempt to use PERB is just a cover up of his real intent, which was to never negotiate a real evaluation system that would actually help teachers improve, and therefore help children get a better education.
Our last email to the DOE said "we will be happy to meet with you to discuss the planning and rollout for the new evaluation system."
The issues we have raised are completely legitimate issues for bargaining. We raised them because we have little faith that the DOE will be able to put a new evaluation system in place once we have an agreement. Their track record is terrible. It doesn't matter how good an evaluation system may be on paper, if you botch the rollout and implementation. And they won't be here to clean up the mess.
