Q&A on 2017 SESIS payments to UFT members

Te following FAQ answers the most common questions that UFT members have about the $33 million being paid to members for SESIS work as a result of the settlement of a union arbitration.

Q. Why are some people getting SESIS payments?

A. As part of a settlement of the second SESIS arbitration, the city Department of Education agreed to pay UFT members a total of $33,000,000 for SESIS work because SESIS hadn’t improved after the first award was issued in January 2013.

Q. Was this the same arbitration as the last time I received payment?

A. No. The UFT has brought two grievances to arbitration in connection with SESIS. The first grievance was sustained by an arbitrator in January 2013 and payments for work done through December 2012 were made in the spring of 2013. The UFT filed the second arbitration in response to members’ complaints about their continued frustration with SESIS.

Q. What period of time do these new payments cover?

A. Work done from January 2013 through June 2016 was considered in determining payment. This period includes the January to March 2013 payments from the original SESIS arbitration. In the original SESIS arbitration, the arbitrator ordered payment for SESIS work done outside the school day from September 2011 through December 2012 and then extended his decision through March.

Q. Who is receiving money?

A. More than 37,000 UFT-represented employees who were in-service as of July 1, 2017 are receiving money. Retirees who worked in SESIS as in-service employees during this time period will also receive payment. Members whose SESIS use averaged more than five minutes per week during the time period will receive money.

Q. When will payments be distributed?

A. The DOE has informed the union that payments will be issued on the Sept. 29, 2017 payroll for in-service employees on Q bank. In-service H Bank employees will be paid on the Oct. 6, 2017 payroll. UFT members on approved leave will receive payment at a later time. Retirees will receive their check via a supplementary payroll. The UFT will let retirees know when it has information regarding when they will be paid.

Q. How is the $33 million being distributed?

A. The $33 million is being distributed based on all SESIS work performed between Jan. 1, 2013 and June 30, 2016. The way the payments were calculated this time is different from the first SESIS arbitration in 2013, when payments were calculated based on time spent in SESIS outside work hours. Because there is a finite amount of money for this settlement, and the settlement is based on the fact that SESIS was not improved after the first arbitration, the payments are based on set ranges of hours completed in SESIS over the covered time period. The dollar amounts range from $50 to more than $10,000.

Q. What do I do if I did not receive a SESIS payment and believe I am entitled to?

A.  If you do not receive any payment and believe that you are entitled to money, submit a UFT SESIS inquiry form that will be posted on Oct. 2 on the UFT website. Please provide all requested information so we can best answer your inquiry.

Q. What if I have questions about the amount of money I received?

A. Please contact your UFT borough office and ask to speak with a payroll representative.

New button Q: When and how will SESIS money be distributed to retirees?

Retirees who receive their pension payments by direct deposit will receive their SESIS payment by direct deposit on Thursday, Oct. 12, 2017.

Retirees who receive their pension payments by paper check will receive their SESIS payments by paper check. These checks will be sent to the retiree's final payroll school on Thursday, Oct. 19, 2017. Please contact your final payroll school about how to obtain your paper check.
