UFT comment on lawsuits - Posted on Sept. 21, 2021

A health insurance provider has filed a lawsuit against the City of New York challenging the process used to award the contract for the new NYC Medicare Advantage Plus Plan for New York City retirees who are eligible for Medicare. The city and the Municipal Labor Committee carefully followed the process for negotiated acquisition, as outlined in Section 3-04 of the city’s Procurement Policy Board Rules, when it selected an alliance of EmblemHealth and Empire BlueCross BlueShield to administer the new plan. The recent lawsuit filed by Aetna, one of the losing bidders, is meritless. We employed expert health benefits consultants to guide us, and the entire process was monitored by legal counsel for both the city and the MLC. Our goal was to continue to provide retirees with the best and most cost-effective healthcare coverage possible. After a long and painstaking process of review, the best vendor was selected.

New FAQ posted on the OLR website - posted on Sept. 29, 2021

A new FAQ from the city’s Office of Labor Relations (OLR) was posted on its website on Sept. 29. It included answers to these additional questions:

  • Will I be able to transfer to another health plan during the next Transfer Period?
  • As a member of the NYC Medicare Advantage Plus Plan, do I need a referral to see a specialist?
  • Do any services require preauthorization?
  • What if I live out of state?
  • Must I have a Medicare Part D prescription drug rider through the NYC Medicare Advantage Plus Plan?

Please read the new FAQ. Do not presume because you read previous versions that you do not need to read the most recent FAQ.

The NYC Medicare Advantage Plus Plan, a custom program for city retirees, beginning Jan. 1, 2022

The City and the Municipal Labor Committee selected an alliance between Empire BlueCross BlueShield and Emblem Health to provide the NYC Medicare Advantage Plus Plan to retirees and their eligible dependents. The NYC Medicare Advantage Plus Plan is a Medicare Advantage plan which is an alternative to the traditional Medicare program. It will replace the current Senior Care program, which is a supplement to traditional Medicare, as the program that is free to all retirees. Retirees will automatically be enrolled in the new NYC Medicare Advantage Plus Plan with an effective date of January 1, 2022. Retirees will have the ability to opt-out of the NYC Medicare Advantage Plus Plan and buy up to and remain in the health plan they are currently a member of during September and October before the program start date.

For additional information, you can call the special call center at 1-833-325-1190, Monday to Friday, 8 a.m. to 9 p.m.
