A former official of the Detroit Public Schools has been charged with pocketing nearly $1.3 million, money that was supposedly spent on tutoring services.
Federal prosecutors have charged Carolyn Starkey-Darden, the former director of grant development for the district, with bilking the district of $1.275 million over seven years by paying bills from non-existent tutoring companies. Court records show she submitted phony documents to the district, including doctored test scores, forged attendance records, forged parental signatures and fake individual learning plans.
The criminal charges against Starkey-Darden came two months after 14 individuals, including 12 Detroit Public Schools principals, were charged with helping a vendor bill the school system $2.7 million for school supplies that were rarely delivered in exchange for kickbacks.
