The following email was sent on Nov. 13 from Teachers Assigned Chapter Leader Naomi Rodriguez.
I want to commend you for all your hard work during these unprecedented times.
I know how difficult it has been for you to push through temporary redeployment and all the operational issues that have arisen as our school system works to fight the spread of COVID-19. Thank you for keeping me in the loop and for hunkering down to do the work that needs to be done.
Here's what you should know about your temporary assignment:
Timekeeping and work hours for redeployed staff
Members have raised issues related to work hours and timekeeping for staff redeployed to schools.
There are no changes to the length of the workday for staff redeployed to schools, regardless of title. Your specific work hours may be adjusted to meet the needs of the school community but must remain consistent once adjusted.
There is also no change to timekeeping procedures. Principals should not be asked to sign timesheets for redeployed staff. Where appropriate, timesheets are to be given to and signed by the supervisor who was responsible for the employee prior to redeployment. If utilized in the prior assignment, continue to use Cybershift. No additional verification by a principal is required.
Teachers assigned are covered by the terms of the recent Memorandum of Agreement signed by the DOE and UFT. In accordance with that agreement, UFT-represented members can work remotely 1) if the work can be done remotely and students are not in the building, 2) if all the students the UFT-represented employee is responsible for are not in the building or 3) if the UFT-represented employee has no responsibility for any students who are in the building. Supervisors may require in-person UFT-represented employees to remain on-site if needed.
The DOE is currently in negotiations with the Council of School Supervisors and Administrators and DC37; we will provide updated information when it is available.
If assistance or clarity is needed, please contact me via email at NRodriguez@uft.org, Senior Field Counsel or the Office of Labor Relations.
Parent teacher conference agreement
Teachers assigned who have been temporarily redeployed to schools to teach during the pandemic do not have parent teacher conferences as part of their regular schedule. Any redeployed teacher assigned who participates in evening parent teacher conferences must be provided 2.5 hours of comp time. The principal, in consultation with the teacher assigned, will determine how to arrange the comp time. For example, a principal might allow a redeployed teacher to skip instructional coordination for five days, leave early on a given day or skip office hours on approved days for a total of 2.5 hours.
The above is only for those redeployed teachers assigned who participate in evening parent teacher conferences after the end of their regular workday.
Per session work
Per session work is at the discretion of the school building leader (SBL). You many negotiate your hours with the SBL to participate in per session activities. If your SBL asks you to work during an after-school per session activity that occurs during central work hours, you will not get paid. Choose activities that happen either before or after work hours.
School building chapter leader
While you are temporarily redeployed, your school building chapter leader will handle any school-based concerns. You may certainly keep me in the loop as I can provide you with some guidance. Of course, I will continue to advocate for you at the central level.
You may participate in chapter meetings and SBOs.
Teachers assigned may now apply on SOLAS for a remote program if they are the primary caregiver of a family member with a CDC-listed condition.
Redeployment of Teachers Assigned will sunset on Thursday, Dec. 31, and teachers assigned will return to their pre-redeployment work location unless the UFT and DOE come to an agreement to continue the temporary assignments.
We'll hold monthly chapter meetings through the remainder of the school year. Please mark your calendars and keep an eye out for registration emails in the future!
