TEAMWORK FOR THE HOLIDAYS: School librarian Melinda Morris created a winter wonderland in the library at PS 7 in Cypress Hills, Brooklyn, and her husband, Matthew Sarkowicz, a school librarian at W.H. Maxwell Career and Technical Education HS, brought seven high school students on Dec. 21 to read “How the Grinch Stole Christmas” to the PS 7 students.

Contract’s next pay increase comes on Jan. 18

The next 3% pay increase from our 2023 contract is scheduled to take effect on Thursday, Jan. 18. Members will see the raise in their paychecks as follows:

  • Q-bank members (pedagogues, paraprofessionals and sub paras): Starting with their Feb. 15 paycheck.
  • H/Z bank members (including OT/PTs and school nurses): Starting with their Feb. 2 paycheck.
  • Per diem/per session pedagogues: Starting with their Feb. 16 paycheck.

UFT-represented employees who receive a uniform allowance also saw an increase on Dec. 22, 2023. The arrears will be paid on Feb. 2, 2024.

UFT files lawsuit to halt congestion pricing

The UFT, along with individual teachers and the Staten Island borough president, filed a federal lawsuit on Jan. 4 asking the court to halt the implementation of congestion pricing in Manhattan. In our lawsuit, we assert that congestion pricing cannot be implemented without the completion of a thorough environmental impact statement that includes the potential effects of the plan on the city’s air quality. The current congestion pricing plan would not eliminate air pollution or traffic but would simply shift that pollution and traffic to the surrounding areas, particularly Staten Island, the Bronx, upper Manhattan and northern New Jersey. Thousands of UFT members, along with many other workers, live in places with little or no access to mass transit. They are facing dramatically rising commuting costs, and all for a traffic reduction plan whose potential effects on air quality and other issues were never seriously examined. Federal, state and city transportation authorities conducted a rushed and hurried approval process for the plan. Congestion pricing is scheduled to take effect in late spring. UFT members driving to work would be charged $15 if they enter the area from 60th Street to the southern tip of Manhattan.

Register for Jan. 9 CAT meeting on fighting budget cuts

Chapter leaders and other Chapter Action Team members will next meet online on Tuesday, Jan. 9, from 4:30 to 6 p.m. to discuss next steps in our budget campaign. We sent you an email invitation on Wednesday. Learn what your school can do to let the mayor know we won't stand for his unnecessary school budget cuts. At this meeting, we will take a deep look at how his plan will adversely affect our students, and we will discuss how we can mobilize people in our schools and our communities to fight back. The fliers and other resources for the budget campaign, as well as for our campaign to defend children’s right to shelter, can be found in the Chapter Action Team resources folder.

Last chance to make Teacher’s Choice purchases

Remind your members that the Teacher’s Choice purchasing window, which began on Aug. 1, 2023, closes on Friday, Jan. 12. The receipts for those purchases must be submitted with the DOE accountability form to your school's payroll secretary by Friday, Jan. 19. This is the first year that paraprofessionals are part of the program, so please guide them through the process.

Members who received Teacher's Choice funds in their November 2023 paycheck but fail to file an accountability form with required receipts by the deadline must return the money to the DOE. For more information, go to the Teacher’s Choice section of the UFT website. Absent Teacher Reserve (ATR) members who are assigned to your school the week of Jan. 16 must submit proof of eligible purchases on the DOE’s accountability form to your principal by Friday, Jan. 19.

To Do #1
Do you have substitute teachers filling long-term vacancies

As part of the 2023 contract, we finalized new guidance with the DOE to ensure that eligible per diem substitute teachers serving in long-term positions receive the higher pay rate and benefits to which they are entitled. The union has made progress pushing the DOE to move eligible substitute teachers to Q-bank status, but there’s more work to do. Please check in with your school’s substitute teachers and make sure they are being paid correctly. If you have substitutes currently filling long-term vacancies without the appropriate pay and benefits, immediately send the sub’s information to UFT Director of Personnel, Payroll and Special Projects Michael Sill at msill@uft.org.

Check to see if your chapter is 100% union

One of a school chapter leader’s primary responsibilities is to ensure that all UFT-represented staff become dues-paying union members. Go to the Chapter Leader Hub to regularly check your school's member/nonmember report to see if all school employees in the UFT bargaining unit have joined the union. This report now lists the job title of each employee. Ask your payroll secretary to give you a heads up when a new hire comes on board so you can welcome them and ask them to enroll in the UFT by completing the online union enrollment form or by filling out an enrollment card. If you don’t have any enrollment cards, please ask your district representative for more.

New chapter leaders: Register now for Part 2 of chapter leader training

We encourage new chapter leaders to join us at the Sleepy Hollow Hotel and Conference Center on Saturday, Jan. 27, and Sunday, Jan. 28, from 8 a.m. to 3 p.m., for the second part of our four-part chapter leader training series. Chapter leaders will attend workshops on time and attendance, investigations, school safety, the power and pitfalls of social media and how to navigate school budgets. We would like new chapter leaders to attend all four training sessions, but if you missed Part 1, you are still welcome to attend Part 2.

Remind teachers about the fall term deadline for observations

Teachers at your school should have received half of their observations by Monday, Jan. 29, which is the last day of the fall term. If they have not had half of their observations by this date, they can file an APPR complaint on the UFT website. They can receive an observation report from a fall observation during the spring term, but they cannot be observed in the spring term until after they’ve received written reports for all their fall observations.

Hub Highlights

Request a UFT representative to visit your school

Request a school visit from any of the UFT’s vice presidents, or from any of these UFT departments: Certification, Personnel, Contract Empowerment, Pension, Grievance, and Safety and Health. You can also ask for a visit from the UFT Welfare Fund. Make your request through the Chapter Leader Hub. Remember: You can access the hub with your UFT website username and password.

  • Pushing the DOE to make sure per diem substitute teachers who are filling long-term vacancies are given Q-bank status.

Determine if PROSE is right for your school

If you work in a highly collaborative school with innovative practices, you may be interested in applying to become one of the Progressive Redesign Opportunity Schools for Excellence. PROSE schools can change the DOE-UFT contract and DOE regulations to create educator-led, community-driven innovations. The UFT is now accepting applications from schools interested in joining PROSE in fall 2024. If your school is interested in applying, please register for a virtual information session on Thursday, Jan 11, at 3:30 p.m. A PROSE school liaison would also be happy to set up a meeting with your school. Contact PROSE@uft.org to request a visit or ask questions. The earlier your application is received, the sooner it will be reviewed by the panel. The deadline to submit an application is March 29. Applications are reviewed and approved on a rolling basis by the PROSE panel. Here are the application template, rubric and program brochure.

Learn about paid parental leave benefits

Eligible UFT-represented employees may take up to six weeks of paid leave following the birth, adoption or foster care placement of a child. UFT members can learn about their paid parental leave benefits — a benefit the UFT membership successfully fought for in 2018 — in this episode of the Member Assistance Program’s Brewing Wellness podcast. Members preparing to welcome a new child into your life can also register for a virtual Pathways to Parenthood workshop. The workshop, which runs from 4 to 6 p.m., has available spots on Thursday, Jan. 11; Thursday, Jan. 18; and Thursday, Jan. 25.

Submit written testimony on mayoral control

The state law granting the mayor control of New York City public schools is up for renewal in June. New York State Education Department hearings on mayoral control are currently underway around the city. If you aren’t testifying in person about why we need to revamp this law, please consider submitting written testimony. Written electronic testimony must be submitted by 5 p.m. on Wednesday, Jan. 31. In your written testimony, you should clearly state your position on mayoral control; voice your desire for a Panel for Educational Policy that is not dominated by mayoral appointees; and say why you believe the system needs real checks and balances.

Friday deadline to enroll for electronic delivery of tax forms

Members who would like to start receiving their W-2 and 1095-C health coverage forms electronically must enroll by noon on Friday, Jan. 5, through the NYCAPS Employee Self-Service. Those who do not enroll will receive their tax forms through the mail. If you previously chose electronic delivery, you do not have to re-enroll. Regardless of how you receive your tax forms, you can always download and print copies via NYCAPS Employee Self-Service. For retirees and other UFT members who are not in service, the city Office of Payroll Administration will mail W-2s to the home address on file. Your W-2 includes per-session and/or paid parental leave monies.

New test for aspiring school counselors starts on Feb. 26

Aspiring school counselors may register now for the new School Counselor Content Specialty Test (CST) beginning on Feb. 26. The test framework, content correlation table and study guide are available on the state Teacher Certification Examinations website. Please note: Candidates who apply and pay the fee for the Initial School Counselor certificate by Feb. 26 and complete all requirements for the certificate other than the School Counselor CST before that date are not required to take and pass the new test. Candidates who seek Professional School Counselor certification through a Certificate Progression pathway, including those who did not take and pass the School Counselor CST for Initial School Counselor certification, do not need to pass the new School Counselor CST either. These and other guidelines are outlined on the New York State Education Department website.

IRS ups the pre-tax limit for transit and parking

The Internal Revenue Service released the 2024 pre-tax contribution monthly limits for transit and parking. As of Jan. 1, the pre-tax limit increased to $315, up from $300. Participants with a monthly commuter benefits deduction greater than $300 for transit or parking are the only ones affected. The Commuter Benefits Enrollment portal resumed operation on Jan. 2. Please contact the DOE Payroll Benefits Unit at EFTBenefits@schools.nyc.gov with questions or to update your contact information.

Register for the union’s blood drive on Staten Island

The UFT Paraprofessionals Chapter, the union’s Staten Island borough office and the New York Blood Center are hosting a blood drive at the Staten Island borough office on Feb. 13, 2024. "Give a pint, get a pint (of ice cream!)" is the event’s slogan. The blood drive runs from 2:30 to 6 p.m. While the drive will target those members and retirees who live on Staten Island or nearby in New Jersey or south Brooklyn, anyone is welcome to donate.
