Fix the Foundation

Changes to the state’s Foundation Aid formula shortchanged New York City by $314 million in the 2025–26 school year and, without reform, will cost city schools more than $400 million next school year.

To correct these disparities, state lawmakers must act to improve the formula in three key areas the UFT has identified and prioritized as part of its legislative advocacy:

The Regional Cost Index — intended to reflect differences in the cost of education across the state — must be updated to account for the higher costs in New York City.

Lawmakers must also adjust the formula to provide greater weight for the highest-need students, including English language learners and students with disabilities.

Finally, the formula must account for students in foster care or living in temporary housing, who face greater educational disruptions and require additional resources, such as food, counseling and transportation.

Adopting these changes would ensure New York City students receive the fair and equitable funding they deserve.
