We are holding a chapter leader town hall about the TRS election on Tuesday, May 12, from 4:30 to 5:30 p.m. This election is run by the DOE, and we are working to make sure that it will be run properly. Please note: The date of the May Delegate Assembly has been changed to Wednesday, May 20. You will receive a separate email to register.

Share this election information with your principal

We want to provide you with the guidance that your administration has received in the P-Weekly digest. This document outlines the rules that the TRS election is supposed to follow. This posting on the election is from UFT and CSA leadership. Please show these instructions and letter to your principal and start discussing this process right away. Start alerting your members about the election process as soon as possible.

These are the key points:

  • The election will take place at schools/worksites on Wednesday, May 13, at 3 p.m.
  • Your school should determine a location where your election will be held.
  • Only contributing members of TRS may vote.
  • Those who are absent are unable to vote.
  • Schools will have to elect an election chairperson and secretary on May 13.
  • Three tellers will be appointed at the election to witness the process.
  • Members will sign for their paper ballot and deposit it in the ballot box after filling it out.
  • Ballots are counted and tallied in public.

Principals may submit questions regarding the election to ElectionTRS [at] schools [dot] nyc [dot] gov (ElectionTRS[at]schools[dot]nyc[dot]gov).

UFT's endorsed candidate is Tom Brown

Let your members know that Tom Brown is the UFT-endorsed candidate in these elections. It is so important that they exercise their right to vote so that they have a voice in who is keeping our pensions secure. Distribute a flyerin mailboxes or digitally so they can make an informed decision.

Tom Brown has spent decades fighting to ensure New York City's educators can retire with peace of mind. You may have gotten to know Tom through his many school visits, pension workshops or his "Secure Your Future" column in the New York Teacher.

With over 42 years of experience as a classroom teacher, pension consultant, UFT assistant treasurer and TRS Board chair, Tom knows what it takes to reliably grow your pensions year after year.

That's why at the February Delegate Assembly, UFT members overwhelmingly voted to endorse Tom Brown as their choice for TRS teacher-member. Make sure you and your members vote on May 13!

We trust Tom!

Expect your second chapter leader stipend in June

By the end of June, you will receive your end-of-year chapter leader stipend in recognition of all the hard work you have done to support your members and strengthen our union this school year. Unlike your base stipend, which was calculated based on the number of members in your chapter, the amount of this second payment will be calculated based on points you earned for performing specific chapter leader tasks throughout the year. See the full list of the ways you can earn stipend points. Points will be tallied after June 1. If you were elected chapter leader after Sept. 30, 2025, your stipend may be prorated.

State budget update

Gov. Kathy Hochul didn't mention Tier 6 in her main press conference this morning, but this just means a deal hasn't been reached yet. New York State Assembly Speaker Carl Heastie stated that negotiations are ongoing. Meanwhile, state lawmakers have passed another budget extender until May 11. Our work also continues and we will keep pushing for this budget to include significant Tier 6 reform.

This delay impacts more than just answers on Tier 6:

  • The paraprofessional RESPECT check - The state budget delay affects the city budget, and currently the city is not advancing any proposals until the state budget has been adopted. City Council Speaker Julie Menin said at our UFT legislative breakfast on April 23 that the council is committed to passing the RESPECT check bill.
  • Class size funding - The city has not released school budgets or class size funding amounts yet due to the state budget delay. Schools should expect to receive the amounts that they applied for in December, unless principals were notified otherwise. We are hopeful both will be released shortly after the state budget is finalized.

We continue to push for both our state and city priorities to be included in the final budgets.

To Do # 1

Tell members about our Pathways to Parenthood workshops

Encourage your members who are expanding their families to take advantage of our Pathways to Parenthood workshops, which are offered regularly between now and the end of the school year. These two-hour online information sessions are an excellent opportunity for members who are about to welcome a new child to get crucial information about the leave of absence process and UFT parental leave. Also, remind them that they can find in the UFT Member Hub the UFT parental leave digital tool, which will tell them if they are eligible for UFT parental leave after they answer a few easy questions.

To Do # 2

Create a team for our 5K Family Run/Walk on June 13

Put together a team from your school or chapter to participate in the union's 11th annual 5K Family Run/Walk on Saturday, June 13, on the Coney Island boardwalk. The fee to participate is $25 for adults and $15 for children under the age of 12. Proceeds go to the UFT Disaster Relief Fund. Check-in begins at 8:30 a.m., and the walk/run begins at 9:30 a.m. at Maimonides Park, 1904 Surf Ave.

The UFT will provide complimentary water, snacks and giveaways for each participant and a chance to win raffle prizes. Raffle tickets cost $5 for one ticket, $10 for three tickets and $25 for eight tickets. Raffle contestants must be present to win. Sponsors can also pledge money for your participation. Recognize student achievement with UFT graduation certificates

UFT officers and the chairs of the union's professional committees have a long tradition of supporting and rewarding our schools' graduates by awarding certificates for excellence in academic achievement. Certificates may be presented to the most deserving students in specific subjects and school divisions. Download the current certificates of excellence in academic achievement and extraordinary effort from the UFT website, and check back for additional certificates to be posted in the coming weeks. Work in progress

The UFT is tackling the following issues with the DOE and other city, state and federal-level entities as appropriate:

  • Getting clarity on the confusing guidance the DOE has put out for the TRS elections.
  • Pushing the DOE to communicate with schools about class size funding.
  • Demanding that the DOE fix the broken Step 2 grievance procedure.

You Should Know

Contract empowerment & enforcement

Know your rights on program assignments

Each spring, all teachers should receive a program preference sheet to indicate, in order of preference, the classes (including grade/subject) they would like to teach next school year. As chapter leader, you should consult with your principal to ensure a smooth preference-sheet process. Probationary teachers should ask for an assignment in their license area because they could have their tenure delayed if they teach out of license.

Teachers should be given a reasonable amount of time — at least five school days — to submit the preference sheet, which can be issued either electronically or on paper. Teachers should make a copy of the completed sheet for their records. Elementary school teachers should be notified of their teaching assignment for the next school year by June 15. Middle and high school teachers should receive finalized programs at least five and 10 days, respectively, before the last day of school. If a teacher believes their program assignment violates the DOE-UFT contract, the teacher can informally attempt to resolve the issue with the principal. If that attempt fails, the chapter leader may submit a reorganization grievance on the teacher's behalf, but it must be filed within two school days after the employee learns of their program assignment.

Choosing professional activities from the menu

The DOE-UFT contract's provisions regarding professional activity assignments give teachers a voice while providing for a more objective selection process. The 2023 DOE-UFT contract expanded the menu of professional activities to include up to 27 options. A given school's menu must have at least six options from the contractual menu. Each activity on the menu must also mention the number of positions available, the qualifications required and the duties and responsibilities involved. After a school's professional activities menu is finalized, teachers with a professional period in their teaching program (all middle and high school teachers as well as elementary schools teachers with an eight-period day) will select, in order of preference, three activities for the following school year. If teachers want to participate in an activity that is not listed on the menu, they can do so with the principal's approval.

Principals must notify teachers in writing by the end of the school year about professional activity assignments for the coming school year. Selection for professional activities is based on established criteria for the requested activity and its availability. If a teacher is not given one of their three choices, they will have the opportunity to select three other menu activities. In addition, the 2023 contract stipulates that administrators should prioritize assigning special education teachers to common planning time and student-assessment activities such as portfolios, individualized education programs and performance tests.

Brewing Wellness podcast on women's health

Women's health is multifaceted, and concerns are often treated as separate symptoms, but our lived experience — hormonal shifts, misunderstood conditions and the emotional weight of postpartum life — deserves deeper attention. Dr. Pina LoGiudice, naturopathic doctor and owner of InnerSource Wellness, joins Brewing Wellness to discuss hormonal impacts on mental health, misdiagnosis and how women can become more empowered in seeking support.

Salary & personnel

Additional pay dates for $1,000 retention bonus

The DOE has issued checks for the annual retention bonus to UFT-represented teachers, other pedagogues and all paraprofessionals as of May 1. H-bank employees, including occupational and physical therapists and school nurses, will be paid on May 7.

All employees must have been on payroll on April 1, 2026, to receive a payment. Retention bonus payments are being issued as supplemental checks, and some banks take longer than others to post to individual accounts.

Per diem or other part-time UFT-represented DOE employees who worked a minimum of 30 days during the 12 months leading up to April 1, 2026, will receive a prorated amount based on the number of days they worked during the year. The pay date for per diems is tentatively scheduled for June 2.

This annual bonus will be paid to all UFT-represented DOE employees every year at the beginning of May in perpetuity (forever!). The bonus will increase to $1,035 in 2027 and continue to increase with future contractual raises. Learn more in our FAQs.
