Petition signatures needed: Tom Brown is our endorsed candidate for TRS trustee
The UFT Delegate Assembly overwhelmingly approved a resolution to endorse Tom Brown for reelection as a teacher-member on the New York City Teachers' Retirement System (TRS) Board. As a chapter leader, your support is needed to get Tom's name officially on the ballot.
The law requires that the nomination of candidates to the TRS Board be made by petition. To show our full support for Tom, we are asking all in-service UFT members who are TRS members to sign his nominating petition. Those eligible to sign the petition include all regularly appointed in-service TRS members of the school staff. Please gather as many signatures as you can. Make sure each petition sheet is properly certified, as indicated at the bottom of the petition, and returned to the UFT no later than Monday, March 30.
Want to learn more about Tom?
Tom Brown was a classroom Spanish teacher for 29 years and a UFT chapter leader for 18 years, and he has served as a TRS trustee for 12 years, including three as chair of the board.

- Creating a five-year vesting process for Tier 6
- Changing the final average salary for Tier 6 from five to three years to increase the benefits
- Ensuring auto-enrollment for paraprofessionals
Tom is committed to the fight to fix Tier 6 and has played a key role in strategizing to help shape the union's campaign. Read more about Tom Brown's background and qualifications.

Our RESPECT check bill has been reintroduced
Our 2026 version of the RESPECT check bill has been introduced in the City Council! This milestone is due to all the work that members have put into this campaign, especially the paraprofessionals, who have met with at least 45 City Council members since the new members were sworn in this January.
We knew we would make it happen with this new administration, and now we are on the way to finally taking this over the finish line and giving every paraprofessional a recurring annual payment of $10,000.
More importantly, the bill, now called Intro 0692, includes an improvement: new language in it that creates a path for the city to eventually make this money a permanent part of our contract. Read the full legislation.
Here's what we'll do next:
- We can push City Council members to officially sign on. Our paraprofessionals' meetings with the council members these past two months have confirmed that the overwhelming support for this RESPECT check is still there and stronger than ever. Now we make it official.
- Get the legislation a hearing with the City Council Committee on Civil Service and Labor. Our new speaker, Julie Menin, supports this bill, which will make this much easier than last time.
- Get the legislation passed by the full City Council.
Thanks to City Council members Carmen De La Rosa, Lynn Schulman, Rita Joseph and Virginia Maloney for working with us to get this legislation rewritten and introduced. See answers to questions you may have about the proposed legislation in our RESPECT check FAQ. You can learn more on our RESPECT campaign page and follow @uftparachapter on Instagram for updates and more. We will not stop until we get the RESPECT check legislation passed.
Keep up the fight to fix Tier 6 by "Making It Loud" on 3/6
The most recent day of action to fix Tier 6, Make It Human on Feb. 6, was a triumph, thanks to members across the city who got personal and shared why Tier 6 matters to them. They wallpapered the internet with viral, captivating, creative content. Now we're gearing up for our final citywide day of action, Make It Loud, on Friday, March 6.
- On March 6, "Make It Loud": Pep rally inside our schools to give our turnout teams the send-off they deserve for the Albany rally.
- On March 8, Rally in Albany: Buses and cars will head up from all five boroughs and beyond to join our rally in Albany and show our state that the UFT means business.
ACTION YOU CAN TAKE: Organize a pep rally at your school to support your turnout team. Show off your strength by wearing blue and sharing pictures of the rally on social media (tagging UFT accounts) and by emailing them to uftphotos [at] gmail [dot] com (uftphotos[at]gmail[dot]com).
Get ready for virtual Lobby Day the week of March 16
UFT Lobby Day is on Monday, March 16, in Albany. Check out the toolkit in this Lobby Day resource folder for all you need to make your school's virtual Lobby Day a success. Together, we'll make sure our representatives in Albany can't ignore us. Every tweet counts, and every email counts. Let's be heard loud and clear.
ACTIONS YOU CAN TAKE:
- Pick your day: Choose your day of action during the week of March 16 and invite your members to a chapter meeting to learn about and participate in Lobby Day. Use this presentation to help.
- Show your colors: Wear union blue that day and share photos online.
- Be heard: Organize your members to send this pre-written email message to your state reps and ask them to support our 2026 legislative priorities.

Apply for a fall study sabbatical by March 19
UFT members who are teachers may apply for a sabbatical leave to enhance their teaching skills. Eligible teachers have until Thursday, March 19, to submit an application on SOLAS for a fall study sabbatical for the 2026–27 school year. March 27 is the deadline for a principal's recommendation to be sent to the superintendent. Coursework must be rigorous and related to a member's teaching assignment. All teachers are eligible for a one-year study sabbatical after 14 years of service. Junior high or high school classroom teachers with seven years on the job may also apply for a six-month study sabbatical for the spring semester only. The deadline to apply for a spring sabbatical is in the fall. During a study sabbatical, whether six months or a full year, teachers earn 70% of their salary. Throughout the year, eligible teachers may also apply for a sabbatical leave to restore their health if they are ill. During a yearlong sabbatical for restoration of health, teachers earn 70% of their salary, too. Find out more in the sabbatical leaves section of the UFT website. Members can read the current guidelines and eligibility requirements in the DOE sabbatical memo, which the DOE updates and reissues each spring, and Chancellor's Regulation C-650 on Sabbatical Leaves of Absence.
Chapter Leader Checklist
To Do #1
Attend Lobby Day in Albany on March 16
UFT Lobby Day is an amazing chance to share your perspective as an educator in person with state legislators. Let your UFT district representative know if you or others in your school chapter are interested in participating in UFT Lobby Day in Albany on Monday, March 16. You get to take an active part in lobbying for our legislative priorities and make sure they are included in the state budget. Once a UFT member has registered for Lobby Day, they must obtain approval from their principal. You can advise your principal that the Principals Digest states: "Note that this day is authorized as a conference day for selected teachers and as a nonattendance day for selected paraprofessionals. You may receive a request from your UFT chapter leader or district representative to release staff members who have been selected. Staff members may also notify you directly that they have been selected and request permission to attend; note that they must obtain your permission and they must have been selected by the UFT in order to attend the conference." Please make sure members understand that anyone who formally registers for Lobby Day but does not attend must report for work or use a CAR day. If you have any questions, please contact your district representative or your borough's political action coordinator.

Purchase order available for Spring Education Conference
Our annual Spring Education Conference will take place this year at the New York Hilton Midtown on Saturday, May 16, from 7:30 a.m. to 2:45 p.m. As always, there will be a morning town hall at breakfast, CTLE workshops, an exhibit fair at which career and technical education students show off their skills, and a gala luncheon. School chapter leaders, in conjunction with their school leadership team, can use this school purchase order to buy a table for members at their school. Regular registration will open shortly. The purchase order deadline is Friday, April 17.
To Do #3
Fill out the elementary schools survey
The UFT Elementary Schools Division is asking chapter leaders in elementary schools and pre-K centers to fill out a short survey about issues that affect elementary educators. In particular, the survey requests members' thoughts on curricula and programming, access to supplies and diapering and toileting responsibilities. UFT representatives will use responses to identify points of interest and advocate for elementary educators and students more effectively.
To Do #4
Flyers to share with your members
Here are flyers you can print and distribute in member mailboxes or post on your school's UFT bulletin board:
Hub Highlights
File a Step 1 grievance from the hub
As chapter leader, you are empowered to resolve many issues at the school level through consultation. But when consultation fails, filing a Step 1 grievance may be the next best option. You have easy access to the online Step 1 grievance form on the Chapter Leader Hub. After submitting the grievance in the hub, email or hand a copy to your principal to complete the filing. You can now export your school's grievance report from the hub as well. Remember, you can access the hub using your UFT website username and password.
Work in progress
The UFT is tackling the following issues with the DOE and other city, state and federal-level entities as appropriate:
- Working with the DOE to make improvements to the new per-session and per-diem information on paraprofessional paychecks.
- Reviewing the nurse overtime tracking process.
- Getting the DOE to publish release information for UFT Lobby Day.
You Should Know
Professional learning & instruction
Consider a midyear professional conversation
Midyear professional conversations are an opportunity for teachers and their evaluators to reflect on a teacher's growth and need for additional support from the school leader during the cycle of observation, reflection, feedback, support and development. These conferences are optional for teachers who do not have a Teacher Improvement Plan (TIP) and mandatory for those who do. Teachers who would like to hold a midyear conversation should see their principal or assistant principal. The deadline for midyear professional conversations is April 24.
Some teachers may need to revise MOSL selections
If teachers' rosters or course loads have changed for the spring semester, members should review and revise, as necessary, teacher-level MOSL selections. This mostly affects high schools.
You can find more information about MOSL selections in the teacher evaluation section of the UFT website.
Career training program for paraprofessionals
The deadline for paraprofessionals to apply for the summer semester of the Career Training Program is March 31. The program, which was created as part of the first DOE-UFT contract for paraprofessionals in 1970, covers eligible paraprofessionals' tuition for three to six credits per semester for undergraduate study toward a bachelor's degree at participating colleges and universities. Program participants who are registered for and actively taking five or more credit hours are eligible for 2.5 hours a week of release time to support study. Participating paraprofessionals may also apply for a summer stipend to support their studies. Paraprofessionals are responsible for researching, applying and enrolling in a participating college or university.
Tuition assistance for paraprofessionals studying to become teachers
As part of the Career Training Program, the DOE will reimburse up to 12 credits for eligible paraprofessionals matriculated in a graduate education program leading to teacher certification. The DOE will also reimburse up to $400 for certification exam fees once your initial certificate is issued. New York State certification must be achieved after March 1 of the application year. Paraprofessionals must be full time when they submit their application and remain appointed as a full-time paraprofessional for the remainder of the school year. Paraprofessionals can apply through March 31 for credit reimbursement and through April 30 for certification exam fees.
