Resolution to support the elimination of distributive scoring for high school Regents exams

UFT Resolutions

WHEREAS the New York State Education Department and the Board of Regents are currently assessing the efficacy and necessity of state mandated Regents examinations as a requirement for students in New York State to graduate high school; and

 

WHEREAS regarding the grading of all state mandated assessments, including Regents Examinations, the New York State Education Department states “No teacher is to score the any of the responses written by his or her own students; and

WHEREAS in compliance with this stipulation, it is the policy of The New York City Department of Education to create Distributive Scoring sites for Regents’ Exams where teachers from several schools converge into one school to create a mass grading site in order to score the exams of students from many schools; and

WHEREAS other districts across New York State adhere to state guidance by simply ensuring that no teacher scores the exam of their students within the same school; and

WHEREAS the New York City Department of Education and the New York State Education Department has sufficient oversight and investigatory resources in place to ensure adherence of state guidelines in each school; therefore, be it

RESOLVED that the UFT reaffirms our advocacy for the end of distributive scoring of Regents Examinations; be it further

RESOLVED that the UFT calls on the Chancellor to reinstate Regents scoring at the home school when there is adequate staff to comply with state regulations, so that teachers can remain at their regularly assigned sites; be it further

RESOLVED that the UFT will continue to identify alternate models of Regents Examination scoring to successfully align with NYSED regulations while keeping staff safe and costs down wherever possible; be it further

RESOLVED this proposal will be discussed with the Chancellor at the earliest possible time so the DOE’s Office of Assessment can plan accordingly for the June Regents Administration.
