As of Jan.1, 2026, the NYC Employees PPO plan replaced the GHI CBP plan for in-service city workers and pre-Medicare retirees.

Why we negotiated a new plan
New York City is one of the last cities in the country where municipal employees and retirees have premium-free health care coverage, meaning we do not have to pay the monthly fees, or premiums, associated with health insurance coverage.
Our goals
When we started the negotiated acquisition process, the Municipal Labor Committee (MLC) asked for a new health care plan to include specific improvements.
Plan comparison
Compare our existing plan to the New York City Employees PPO Plan. Both the current GHI CBP plan and the NYCE PPO plan must follow all federal and New York State mandates regarding health benefit coverage.
