Addressing concerns for your child care program

You Should Know

Information from the city Administration of Children’s Services (ACS), the state Office of Children and Family Services (OCFS) and the city Department of Health and Mental Health (DOHMH).

Please note: DOHMH staff are retrieving their voicemail messages and some staff have office phones forwarded to their city-issued cell phones. Providers can continue to call borough offices and leave messages.

How will providers be paid? Is the payment processing the same as always?

Payments will continue to be processed based on your submitted attendance and will now include payment for absences and program closures as provided by the state OCFS waiver.

Providers are strongly encouraged to use the IVR/CAPS to submit attendance, which will provide the quickest method to receive payment.

How will providers be made whole for the family shares which they are no longer collecting?

Beginning the week of March 16, 2020, family share will not be deducted from provider payment ensuring providers remain whole.

Should providers claim a full day for afterschool children or will the system process a full day automatically?

Providers should report full-day attendance for afterschool children if the children received full-time care during the emergency period.

Are providers eligible for hazard pay?

There is nothing in law or in regulations that permits hazard pay.

What should providers do regarding current license/registration renewals?

Providers may mail in their renewal/initial packages to their respective borough office. Renewal applications may also be emailed to the registrar/early childhood educational consultant. Late renewals or expired applications will not be penalized.

Providers concerned about expiring licenses/registrations: Your paperwork will be processed when the COVID-19 response has ended and the city Department of Health and Mental Health staff return to work locations.

What should providers do regarding classes that are cancelled due to COVID-19?

Providers are now allowed to complete their training within 30 days of all offices becoming fully operational again.
